Chapter 11

The revelation fractured the family.
Not cleanly.
Some capos were furious with Rosanna.
Others defended her.
A few defended her because they genuinely believed she had protected people nobody else would.
Others defended her because the audit now showed exactly how much help they had received.
That was the point.
Dependence did not disappear merely because someone named it.
Carmine refused to hold a dramatic family trial.
He had learned enough about rooms full of indebted men voting on Rosanna.
Instead, the independent fiduciary review continued.
Beneficiaries were interviewed privately.
No family-ranking officer attended.
The stories were painful.
One man said Rosanna never threatened him directly.
“She just remembered everything.”
“What does that mean?” Claire asked.
“If my daughter needed tuition and there was a council vote coming, Rosanna would call the week before.”
“What would she say?”
“Usually nothing about the vote.”
“Then?”
“She’d ask how my daughter liked school.”
That was enough.
Another recipient described a more explicit conversation.
After he opposed Rosanna on a real-estate decision, she told him his brother’s legal assistance would “need to be reviewed under the new budget.”
The man changed his vote.
The assistance continued.
A third refused to change his position.
His discretionary support ended.
No children lost emergency medical care.
Rosanna had been careful.
She preserved the part of the system that allowed her to claim moral authority.
The leverage lived in extras.
Extensions.
Exceptions.
Things families desperately wanted but could not say they were automatically entitled to receive.
Carmine understood why so many people had convinced themselves nothing improper happened.
Nobody had been handed cash and told to betray him.
They had simply learned what kind of loyalty made life easier.
When Rosanna’s attorney received the findings, he requested negotiations.
Carmine left them to Claire.

He did not want a private apology.
He wanted a structure that could survive without one.
