Chapter 9

The independent audit produced a result nobody expected.

Rosanna had not stolen money for herself.

Not one dollar.

Her homes matched disclosed income.

Her investments were explainable.

No hidden offshore accounts appeared.

No luxury purchases were tied to trust funds.

No payments flowed to her children.

The suspicious money had gone where the trust records generally claimed it went.

Families.

Hospitals.

Schools.

Lawyers.

Landlords.

Funeral homes.

Rehabilitation centers.

That mattered.

Carmine would not call a woman a thief simply because he disliked what she had done with influence.

Then the auditors examined denials.

Those were more revealing than approvals.

Families who received base benefits but declined to support Rosanna often saw discretionary extensions stop.

Not immediately.

Usually months later.

One widow’s tuition support ended after her adult son backed Carmine in a council dispute.

A retired capo lost supplemental home-care payments after refusing to support Rosanna’s preferred appointment.

A driver’s family received no mortgage extension despite circumstances similar to families who did.

The official explanations were always plausible.

Program limits.

Documentation issues.

Budget priorities.

No single decision proved coercion.

Together, the pattern was difficult to explain innocently.

Then Raymond Valli identified the spreadsheet codes.

R meant Reliable.

C meant Carmine.

U meant Uncertain.

Carmine stared at him.

“How do you know?”

“I saw an earlier version in Rosanna’s office.”

“When?”

“Three years ago.”

“Did she tell you what it meant?”

“No.”

“But?”

Raymond looked ashamed.

“Everybody knew who she considered dependable.”

Dependable.

Reliable.

Loyal.

The words were becoming interchangeable.

Steven overlaid the codes with trust assistance.

R households received almost twice the discretionary support of C households with comparable needs.

U households often received temporary assistance shortly before important votes.

Carmine looked at the numbers.

It was almost enough to prove what he suspected.

Then Claire entered the room carrying one more document from the bank box.

An old legal memorandum commissioned by Vittorio.

The subject line:

Potential fiduciary and coercion exposure arising from conditional family support.

Dated seven months before his death.

Carmine read the first page.

His father had already discovered the problem.

May you like

And according to the memo, he believed it was bigger than misuse of a trust.

Much bigger.
